Between the 18th and 19th of September 2019, the team of the program “Initiative for Efficient Decentralization and Attractive Municipalities” IDEMA met with the two municipal councils of Boughrara and Benguerdane as well as members of municipal governments and a panel of local civil society. This meeting aimed to present the objectives and the next steps to design and implement the City Development Strategy (CDS) in their municipalities.
The City Development Strategy is a planning tool enabling the city to elaborate a vision, identify the strategic areas of development, and create a plan of action defining for the short-medium and long term.
The CDS is developed based on a multi-sectoral diagnosis dealing with urban, economic, social, cultural, environmental, and governance themes while taking into consideration gender and youth issues. It is conducted in a participatory process that integrates all local actors (public, private, civil society, etc.) to ensure sustainable development of the territory.
During these two days, the exchanges allowed the IDEMA team to identify the expectations of the local partners and to raise awareness about the pre-eminent importance of their participation in future work, to ensure an effective and appropriate outcome by all local actors in each of the two municipalities.
Appuyé par le ministère des affaires étrangères des Pays-Bas, le programme IDEMA a démarré en avril 2019. Il est mené par le CILG VNG International et s’articule autour de trois composantes stratégiques. Un de ces axes est l’assistance technique aux communes cibles du programme en vue de promouvoir leur développement économique, d’améliorer la qualité de leurs services et de les appuyer dans la compréhension et la mise en œuvre de leurs nouvelles compétences.
Funded by the Dutch Ministry of Foreign Affairs, the IDEMA program started in April 2019. It is implemented by CILG VNG International and is structured around three strategic components. One of these axes is technical assistance to the target municipalities of the program to promote their economic development, improve the quality of their services, and support them in understanding and implementing their new skills.
Dans le cadre de ses activités, le programme IDEMA vise à booster l’attractivité des municipalités bénéficiaires à travers plusieurs activités planifiées entre 2019 et 2021, dont la conduite de stratégies participatives de développement de leurs territoires.
The IDEMA program aims to promote the attractiveness of the beneficiary municipalities through various activities planned between 2019 and 2021, including the conduct of participatory strategies for the development of their territories, as part of its activities.
After the communes of Boughrara and Benguerdane, six additional municipalities will benefit, until 2021, from the expertise of CILG VNG International to install the CDS instrument within their administrations.
